There should always for an open and transparent university admission process that does not segregate applicants on basis of ethnicity, race, gender or creed. Presently, university undergraduate programmes in Uganda are accessed though the following avenues:
- Direct entry from schools: A candidate must have obtained six credits (Mathematics and English inclusive) at 0’level and at least two principal passes at the same sitting at A’level.
- Mature age entry: A candidate must be 25 years and above. The candidate must pass (50% and above) mature age entry exams upon which s/he would be assumed to have acquired the equivalent of O’ and A’levels combined.
- Diploma entry: A candidate must have obtained a diploma (at credit/ distinction level) from an institution recognised by and the National Council for Higher Education. The diploma must be related to the area of study to be pursued in university.
- For postgraduate admissions, public and accredited universities must have institutional admission mechanism for the post graduate programmes approved by Senates and Councils of the institutions with the written consent of by the National Council for Higher Education.
The quality of academic staff: Section 119 of the University and Other Tertiary Institutions Act states that “No University or Tertiary Institution shall employ a lecturer, instructor or other person recruited for the purpose of teaching or giving instructions to students whose qualifications do not conform to the standards set by the National Council for Higher Education by regulations.” To regulate and standardise the qualifications and titles of academic staff in all public and private higher education institutions, the National Council for Higher Education, has issued mandatory guidelines for use by university level institutions.
